Noob question, but can I not build it while ticks are paused? I got an error message saying 'ERR TICKS ARE PAUSED'.. so I'm fairly sure thats the reason, just confirming :)

Yeer this goes for all level 4 structures. You can only build up to level 3 while ticks are paused at the start of an era.
